PM notifications not working

For the past couple days whenever I send direct message a notification dot does not appear for the other user, and when the other user sends me a notification it does not appear for me.

I can see the private chat on my end and they can see it on their end, however, no red dot appears.

I've cleared my cache, tried different device and browsers, changed my private chat settings to friend only (saved) and back to everyone (and saved)
